The print's title, “Actions Speak Louder than Medals," reflects the decades of secrecy that Williams kept regarding his spectacular “1 vs 7” dogfight against Russian Flown MiGs on November 18, 1952.  Outnumbered and outclassed, Royce singlehandedly battled the MiGs in a historic 38 minute dogfight resulting in a loss of at least four MiGs (possibly six).  Williams returned his heavily damaged Panther to the carrier, USS Oriskany and promptly told to keep the matter quiet on account of political sensitivities regarding direct, overt American vs. Russian engagements.  So committed to honoring his duty, it wasn’t until after the incident was declassified that he told his wife!

Nevertheless, action is being undertaken to upgrade Williams’ Silver Star to the Congressional Medal of Honor.  Regardless of this effort, Williams’ piloting expertise, undaunted courage and commitment to his oath of service warrant his regard as a hero.
