Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to First Lieutenant Roger D. Winslow for heroism while participating in aerial flight. First Lieutenant Winslow distinguished himself by heroic action on 4 June 1964, in the Republic of Vietnam. On that date, Lieutenant Winslow flew far in excess of the prescribed number of hours to insure continuous command and liaison coverage of an operation against the insurgent Viet Cong. When friendly casualties were sustained, he volunteered for and successfully completed five evacuation missions, each one requiring great flying skill and bravery. With complete disregard for his personal safety, Lieutenant Winslow flew into the combat area without armed escort to lift out the seriously wounded. At least eight lives were saved because of the decisive and heroic action performed by Lieutenant Winslow. In spite of heavy enemy automatic weapons fire experienced continually throughout the day, Lieutenant Winslow flew into the area with a proficiency and certain resoluteness that earned him the respect and admiration of all who participated in the operation. When an armed helicopter was shot down near the end of the day, Lieutenant Winslow volunteered for and participated in the removal of all sensitive equipment from the downed aircraft. Still later, he volunteered for and participated in a helicopter flare mission to provide illumination over the area. During all three missions, enemy fire was directed at the supporting aircraft. Lieutenant Winslow's actions were in keeping with the highest traditions of the United States Army, and reflect great credit upon himself and the military service.
