2.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross (First Oak Leaf Cluster) to Charles S. Reed. Colonel Charles S. Reed distinguished himself by extraordinary achievement while participating in aerial flight as an Aircraft Commander, C-123K aircraft at Kham Duc Airfield, Republic of Vietnam, on 8 August 1970. On that date, Colonel Reed's mission was to deliver combat essential ammunition to resupply the Free World Forces defending this remote installation which was under hostile mortar attack. Colonel Reed employed ground fire avoidance techniques to land his aircraft and maneuver it into position for expeditious offloading. His aircraft immediately became the target of a renewed and intense mortar attack. Colonel Reed's expert judgement and aircraft control enabled him to complete the offloading, make an assault takeoff, and sustain no damage to the aircraft or injury to the crew. Colonel Reed's completion of his mission aided in the continued successful defense of Kham Duc. The professional competence, aerial skill, and devotion to duty displayed by Colonel Reed reflect great credit upon himself and the United States Air Force.
