The President of the United States takes pleasure in presenting the Distinguished Flying Cross (First Oak Leaf Cluster) to Staff Sergeant Douglas B. Rasar for extraordinary achievement while participating in aerial flight as a C-130 Forward Air Controller/Flare Loadmaster in Southeast Asia on the night of 20 October 1969. On that date Sergeant Rasar flew a tactical mission requiring night visual reconnaissance and flare illumination over hostile occupied territory. In addition to displaying a herculean physical effort by loading and dispensing illuminating devices in extremely chilling conditions, Sergeant Rasar aided in the location and destruction of an extensive hostile forces storage complex. This outstanding achievement resulted in the denial of vitally needed supplies to the hostile forces. This singular act contributed materially to the mission of the United States in Southeast Asia. The professional competence, aerial skill, and devotion to duty displayed by Sergeant Rasar reflect great credit upon himself and the United States Air Force.

On that date, Sergeant Rasar flew a tactical mission requiring night visual reconnaissance, flare illumination and forward air control of armed strike aircraft over hostile occupied territory. The outstanding aircrew coordination and superior airmanship displayed by Sergeant Rasar aided immeasurably in the successful completion of an essential mission. By the actions of Sergeant Rasar and his crew a significant amount of vitally needed supplies were denied to the hostile forces. The professional competence, aerial skill and devotion to duty displayed by Sergeant Rasar reflect great credit upon himself and the United States Air Force.
