The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Captain Max R. Moore for extraordinary achievement as an R-47 Navigator, Detachment 1, 55th Strategic Reconnaissance Wing, Forbes Air Force Base, Kansas, from 27 July 1966 to 26 October 1966. During this period, he demonstrated outstanding airmanship, courage, and devotion to duty in the accomplishment of missions flown under hazardous conditions. The accomplishment of these missions contributed significantly to the mission effectiveness of his organization. The distinctive accomplishments of Captain Moore reflect great credit upon himself and the United States Air Force.

Moore for extraordinary achievement while participating in aerial flight as Navigator, RC-135M, 82nd Strategic Reconnaissance Squadron, 4252d Strategic Wing, Kadena Air Base, Okinawa, on 14 September 1968. On that date, Major Moore flew a Southeast Asia mission in close proximity to hostile territory and under extremely adverse conditions. Although subjected to these hazards, Major Moore successfully assisted in the collection of intelligence data of great magnitude and of vital international significance. The professional competence, aerial skill and devotion to duty displayed by Major Moore reflect great credit upon himself and the United States Air Force.

Moore for extraordinary achievement while participating in aerial flight as an RC-135C Navigator, 343rd Strategic Reconnaissance Squadron, Offutt Air Force Base, Nebraska, on 17 November 1970. On that date, Major Moore demonstrated outstanding airmanship and courage while flying a special mission under extremely hazardous conditions. His successful completion of this mission produced information of vital importance to the nation's security.
