Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to First Lieutenant Robert E. Moeller for extraordinary achievement while participating in aerial flight 22 June 1945. Lieutenant Moeller, as a member of a combat crew of a B-29 aircraft, skillfully performed his assigned duties to enable a maximum effort bombardment of the high priority target, the Kuro naval arsenal, at Kuro, Japan. This bombardment wrought enormous destruction to the enemy's war effort. Through the competent and well-executed performance of duty by all crew members on this mission which involved over three thousand miles of over-water flight, the penetration of a weather front, and intense and accurate flak in the target area, a decisive blow to the enemy's war effort was rendered. The exceptional airmanship and outstanding devotion to duty demonstrated by Lieutenant Moeller of repeated assaults against the Japanese homeland reflect the highest credit on themselves and the Army Air Forces.

Lieutenant Moeller, as a member of a lead combat crew of a B-29 aircraft based in the Marianas, skillfully performed his assigned crew duties to enable a maximum effort bombardment of the high priority Toyokawa naval arsenal at Toyokawa, Japan. This bombardment wrought enormous destruction to the enemy's war effort. Through the competent and well-executed performance of duty by all crew members on this mission, which involved over three thousand miles of over-water flight, the penetration of a weather front, and accurate flak in the target area, a decisive blow to the enemy's war effort was rendered. The exceptional airmanship and outstanding devotion to duty demonstrated by these veterans of repeated assaults against the Japanese homeland reflect great credit on themselves and the Army Air Forces.
