The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to First Lieutenant Cecil D. McCullen for heroism while participating in aerial flight evidenced by voluntary actions above and beyond the call of duty. First Lieutenant McCullen distinguished himself by exceptionally valorous actions while serving as Aircraft Commander of a helicopter in support of friendly infantry. The helicopter came under intense enemy fire, and he began suppressive fire with aerial rockets. At the same time he directed his doorgunners' fire on enemy positions he had pinpointed. Conducting firing pass after firing pass against enemy forces in fortified positions, First Lieutenant McCullen played a major role in the fire team obtaining a confirmed twenty-seven body count, the destruction of ten enemy positions, and the subsequent capture of ten enemy. His actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.

McCullen for heroism while participating in aerial flight evidenced by voluntary actions above and beyond the call of duty. Captain McCullen distinguished himself by exceptionally valorous actions while serving as Fire Team Lead for an armed helicopter platoon. After the initial insertion of the infantry troops, he was notified that the troops were in heavy contact and needed immediate aerial support. Arriving at the contact area, he notified the fire team of the situation, as reported by the ground troops, and immediately began firing passes. Captain McCullen again and again rolled in and put devastating fire on enemy positions, at the same time directing the fire team's suppressive fire. Due to his superior leadership under fire, he was able to direct the fire team's suppressive fire on enemy bunkers and trench lines, allowing the infantry unit to withdraw a safe distance and call in very devastating airstrikes and artillery on the area. Because of his instant reaction to the situation, the operation was a complete success. His actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.
