Citation:  1.) The Distinguished Flying Cross for extraordinary achievement while serving as Commander in the Air of a Group of B-17 aircraft on sustained heavy bombardment missions over enemy territory. Overcoming adverse weather conditions, Captain Masters led his group on a successful attack against Bremen, Germany, 6 February 1944. Despite the unfavorable weather encountered, Captain Masters, exhibiting rare skill and judgement led his formation to the target and released his bombs with devastating effect on vital enemy installations on the highly important mission to Berlin, 6 March 1944. The formidable concentration of amassed fire power effectively repulsed the attacks of numerous enemy aircraft seeking to disrupt the unity of his formation. In the target area Captain Masters undismayed by heavy concentrations of anti-aircraft fire, expertly held his Group together and rejoined the wing formation. The brilliant leadership and tenacity of purpose displayed by Captain Masters on these occasions are largely responsible for the heavy damage wrought upon the enemy by his Group. His actions reflect highest credit upon himself and the Armed Forces of the United States.
