Citation: 1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Major Howard D. Maines, Jr., for heroism and extraordinary achievement while participating in aerial flight while serving as a Pilot with Marine Attack Squadron 211, Marine Aircraft Group Twelve, First Marine Aircraft Wing in connection with operations against insurgent communist (Viet Cong) forces in the Republic of Vietnam. On 20 May 1967, during Operation Oregon, Major Maines launched as Wingman in a section of two A-4 aircraft on a mission in support of a United States Army force which was heavily engaged with a numerically superior enemy force and in danger of being overrun. Forced to temporarily abort the mission due to an aircraft malfunction, he quickly obtained another aircraft, expeditiously proceeded to the objective area and joined his flight leader. Informed that extreme accuracy was required due to the large fragmentation pattern of his bombs and the proximity of the enemy and friendly troops, he unhesitatingly commenced low altitude bomb runs against the Viet Cong emplacements. Demonstrating exemplary airmanship, Major Maines repeatedly maneuvered his ordnance with pinpoint accuracy within 100 meter of the friendly unit. After expending all of his bombs, he continued to engage the enemy, delivering accurate 20mm cannon fire until his ammunition supply was depleted. Displaying resolute determination, he conducted simulated firing runs over the enemy positions to support the advance of rescue forces which were approaching the battle area. His bold initiative and professional skill were an inspiration to all who served with him and contributed significantly to the accomplishment of the hazardous mission. Major Maines' courage, exceptional aeronautical ability and selfless devotion to duty in the face of extreme personal danger were in keeping with the highest traditions of the Marine Corps and of the United States Naval Service.
