The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Staff Sergeant Lawrence K. Livers for heroism while participating in aerial flight as a C-130 Loadmaster in Southeast Asia on the night of 28 September 1969. On that date, Sergeant Livers was conducting reconnaissance along a major infiltration route when a high intensity illumination flare exploded backwards into his aircraft and landed on a loaded tray of flares. Realizing that at any moment there could be a chain reaction of burning, exploding flares, Sergeant Livers climbed on the tray of burning flares in order to cut the load free so that it could be jettisoned. Sergeant Livers' heroic action in hazarding his own safety for the safety of his aircraft and crew contributed vitally to the successful conclusion of the emergency. The outstanding heroism and selfless devotion to duty displayed by Sergeant Livers reflect great credit upon himself and the United States Air Force.

The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Staff Sergeant Lawrence K. Livers for extraordinary achievement while participating in aerial flight as a Loadmaster on a C-130A Forward Air Control/Target Illumination aircraft in Southeast Asia on the night of 18 November 1969. On that date, during the reconnaissance of a major supply route, a large hostile supply convoy was located. In spite of heavy, extremely accurate anti-aircraft fire and adverse conditions, Sergeant Livers carried out duties essential to the success of the operation against the convoy in an outstanding manner. His professional skill and coolness under fire contributed vitally to the destruction of the main elements of a heavily defended hostile convoy. The professional competence, aerial skill, and devotion to duty displayed by Sergeant Livers reflect great credit upon himself and the United States Air Force.
