Citation: 1.) The President of the United States takes pleasure in presenting the Distinguished Flying Cross to First Lieutenant Richard Kimmel Haines for heroism and extraordinary achievement in aerial flight while serving as a Helicopter Pilot with Marine Observation Squadron Six in connection with operations against insurgent communist (Viet Cong) forces in the Republic of Vietnam. On 13 February 1966, First Lieutenant Haines was assigned as Flight Leader on a mission to rescue a Marine reconnaissance team which was surrounded and under attack by a Viet Cong force. Exercising superior aeronautical ability, he guided his flight through narrow mountain passes obscured by clouds. Although his aircraft was subjected to intense enemy automatic weapons fire, he landed and held his helicopter in a difficult position while the Marines were embarked. In the process, the main rotor was severely damaged from contact with the trees and mountainside. While departing the area, First Lieutenant Haines was advised that the body of a Marine casualty had been left behind. Without hesitation, he again braved the hostile fire and effected the rescue of the fallen Marine and his radio equipment. His gallant effort undoubtedly averted additional losses due to the reconnaissance team, and prevented the body of the casualty from falling into the hands of the enemy. First Lieutenant Haines' exceptional skills as an aviator, fortitude in the face of enemy fire and selfless dedication to duty throughout were in keeping with the highest traditions of the United States Naval Service.
