Citation:  1.) The President of the United States takes great pleasure in presenting the award of the Distinguished Flying Cross to Vincent R. Foulkes, CHIEF WARRANT OFFICER, W3, United States Army, 162d Assault Helicopter Company, 11th Combat Aviation Battalion, 12th Combat Aviation Group, 1st Aviation Brigade for heroism while participating in aerial flight, evidenced by voluntary actions above and beyond the call of duty in the Republic of Vietnam: Chief Warrant Officer Foulkes distinguished himself by exceptionally valorous actions on the night of 30 April 1966 while serving as a helicopter pilot on a resupply mission near the Cambodian border. During a major combat operation, two battalions of American troops found themselves in dense jungle, far from their resupply zone, and in need of ammunition, food and water. Although he had already flown more than twelve hours that day, Warrant Officer Foulkes volunteered to fly in the critical supplies. Arriving at the small landing zone in total darkness, he was informed that, due to enemy fire, he would have to land without using lights. Undaunted, he made the perilous descent, landing only by directions from a flashlight on the ground. After making two such flights to the beleaguered troops, Warrant Officer Foulkes found that he had just enough fuel left for twenty minutes flying. Approximating that one more trip would take eighteen minutes, he fearlessly flew in a third load of supplies, realizing that any error on his part could easily be fatal. His heroism and deft flying, under the most adverse conditions, restored material strength to the battalions and enabled them to continue their vital mission. Chief Warrant Officer Foulkes’ outstanding flying ability and devotion to duty were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.
