The President of the United States takes great pleasure in presenting the
Distinguished Flying Cross to Major Terry M. Cargile for extraordinary achievement
While participating in Aerial Flight as an EF-111A Aircraft Commander near Tikrit in
the Republic of Iraq on 17 January 1991. On that date, Major Cargile was
tasked as number two of a two-ship of EF-111As providing electronic combat
direct support to four F-111Fs striking the Presidential Palace at Tikrit. The
mission profile included a night low-level ingress formation with the attacking
element, pop-to-jam in the target area, and low-level egress. As Major Cargile
approached the target area, two airborne MIG-29 Fulcrums were vectored to
intercept his flight. In spite of the danger, Major Cargile's formation
continued into the target area, defeated the interceptor, and successfully
continued its electronic combat support role. Major Cargile's actions played a
key role in insuring the safe recovery of all friendly aircraft. The
professional competence, aerial skill, and devotion to duty displayed by Major
Cargile reflect great credit upon himself and the United States Air Force.
