Citation: 1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Captain Anthony C. Cain for extraordinary achievement while participating in aerial flight as B-52G Instructor Radar Navigator near Basra, Iraq, on 26 February 1991. On that date, despite heavy anti-aircraft artillery and surface-to-air missile fire, Captain Cain destroyed vital rolling stock at a railyard near Basra preventing the retreat of Iraq's elite Republican Guard to friendly territory. When a formation member was struck by enemy fire deep in hostile territory, Captain Cain joined on his wing and using his in-depth knowledge of emergency procedures, superb airmanship, and calm demeanor; directly contributed to the safe recovery of his wingman. The professional competence, aerial skill, and devotion to duty displayed by Captain Cain reflect great credit upon himself and the United States Air Force.
