Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Captain Norman F. Burns for heroism while participating in aerial flight evidenced by voluntary actions above and beyond the call of duty in the Republic of Vietnam. Captain Burns distinguished himself by exceptionally valorous actions on 30 April 1969, while serving with Company C, 227th Aviation Battalion (Assault Helicopter) (Airborne) during a night tactical resupply mission in the Republic of Vietnam. Despite the dangerous enemy situation, poor landing zone, and total darkness, Captain Burns skillfully hovered his aircraft above the friendly unit, as the ammunition was kicked out. An exploding grenade thrown into the landing zone caused damage to the aircraft. Despite the hazards, Captain Burns made a second trip to the landing zone to complete the resupply mission. His outstanding flying ability and devotion to duty is in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.
