Citation: 1.) The President of the United States takes pleasure in presenting the Distinguished Flying Cross to Lieutenant James L. Brown, Jr., United States Naval Reserve, for heroism and extraordinary achievement in aerial flight as Pilot of a Night Fighter Plane in Composite Squadron THREE, based on board the U.S.S. Oriskany, during operations against enemy aggressor forces in Korea on the night of 10 December 1952. Observing two locomotives, four tank cars and eight boxcars in the marshalling yard at Ponggang, Lieutenant Brown led his wingman in a low-level bombing attack through total darkness over mountainous terrain and, with the aid of flares, succeeded in completely destroying one locomotive and in heavily damaging the other. Continuing his attack in the face of intense enemy antiaircraft fire, he bombed and cut rails, scored a direct hit on a large storage building and greatly aided in damaging or destroying several railroad cars. By his courage initiative and devotion to duty, Lieutenant Brown upheld the highest traditions of the United States Naval Service.
