Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to First Lieutenant Francis S. Brewster for distinguishing himself by extraordinary achievement while participating in aerial flight on 9 February 1945. On that date, Lieutenant Brewster, under severe weather conditions of heavy clouds, led his flight to bomb the enemy installations at Kempten, Germany. Attacked by severe antiaircraft fire over the target area, Lieutenant Brewster's aircraft was seriously damaged. Despite these difficulties, however, he continued his bombing attacks until great damage had been wrought upon the enemy. The courage and outstanding leadership and steadfast devotion to duty displayed by Lieutenant Brewster on this occasion reflect great credit upon Lieutenant Brewster and his organization.
