Citation:  1.) The President of the United States takes pleasure in presenting the award of the Distinguished Flying Cross to Randall C. Willis, Troop A, 7th Armored Squadron, 1st Air Cavalry, Republic of Vietnam, for action dated 5 November 1969 for heroism while participating in aerial flight evidenced by voluntary actions above and beyond the call of duty: Warrant Officer Willis distinguished himself by exceptionally valorous actions while serving as the wing pilot of a fire team of aero scout helicopters on a air cavalry operation. During a visual reconnaissance of a suspected enemy regimental headquarters, the lead scout aircraft came under intense automatic weapons fire and crashed. Immediately Warrant Officer Willis attempted to rescue the downed crewmembers but was forced to abort because of heavy fire and downed trees. On his second attempt he received another heavy volume of fire which shattered his windshield and caused his aircraft to burst into flames. Warrant Officer Willis’ professionalism and outstanding flying ability enabled him to land and evacuate the aircraft moments before the aircraft completely exploded. Upon reaching the rescue aircraft Warrant Officer Willis began to suppress the treelines while assisting other personnel onto the aircraft. His heroic actions in the direct face of hostile fire were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
