Citation:  1.) The lead aircraft of a large strike force directed against a vital military target that was defended by one of the most prolific air defenses in Southeast Asia. Although his aircraft was finally shot down by the opposition, he displayed superb airmanship, intrepidity, and courage by significantly contributing to the devastating results obtained on this raid, despite the severe hostile reaction. The outstanding heroism and selfless devotion to duty dispayed by Captain Walters reflect great credit upon himself and the United States Air Force.
