The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Major David L. Wagner for heroism while participating in aerial flight as an F-4D Aircraft Commander in Southeast Asia on 3 May 1969. On that date, Major Wagner penetrated a thick overcast to attack a hostile troop concentration entrenched on a steep mountainside. Despite marginal weather and intense automatic weapons fire he forced the troops from their fortification with his attacks and inflicted heavy casualties on the hostile force. The outstanding heroism and selfless devotion to duty displayed by Major Wagner reflect great credit upon himself and the United States Air Force

b> The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Major David L. Wagner for extraordinary achievement while participating in aerial flight as an F-4D Forward Air Controller at Ubon Airfield, Thailand on 3 December 1969. On that date, Major Wagner flew as Wolf O2 on a mission to direct strikes against interdiction points on a highly traveled and wall defended transshipment network. Working under intense hostile ground fire, Major Wagner directed the interdiction of this major line of communication vital to the hostile forces. The professional competence, aerial skill and devotion to duty displayed by Major Wagner reflect great credit upon himself and the United States Air Force.
