Citation:  1.) The President takes great pleasure in awarding the Distinguished Flying Cross to Chief Warrant Officer Harvey L. Turner for heroism while participating in aerial flight evidenced by voluntary actions above and beyond the call of duty. Chief Warrant Officer Turner distinguished himself while serving as the pilot of a light reconnaissance airplane conducting counterinsurgency operations in Lam Dong Province, Republic of Vietnam. His flights were conducted in areas heavily infested with enemy automatic weapons positions. On numerous occasions he maneuvered his aircraft through murderous ground fire to pinpoint enemy target locations and direct artillery and air strikes by armed helicopters. He consistently remained on station inspite of the most intense fire the enemy could bring to bear against his light aircraft. His actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.
