Citation:  1.) The President of the United States takes pleasure in presenting the Distinguished Flying Cross to Lieutenant Colonel Frank J. Tansley for extraordinary achievement while participating in aerial flight as an EB-66 Aircraft Commander over Southeast Asia on 18 October 1970. On that date, while flying an unarmed electronic reconnaissance aircraft in support of an extremely important heavy bomber strike mission, he was engaged by a previously undetected heavy anti-aircraft artillery site. Despite the threat to his aircraft, Colonel Tansley remained in his orbit, collecting vital electronic intelligence and rendering maximum support until all bomber aircraft had safely egressed the target area. The professional competence, aerial skill, and devotion to duty displayed by Colonel Tansley reflect great credit upon himself and the United States Air Force.
