Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Lieutenant Colonel Delmar E. Tally for extraordinary achievement while participating in aerial flight as an A-37 Pilot, fifteen miles southwest of DaNang, Republic of Vietnam on 4 February 1971. On that date, Colonel Tally, acting as Advisor to the Vietnamese Air Force, flew an extremely hazardous mission to strike a large concentration of hostile forces who were overrunning friendly troops. Ignoring his own personal safety while maneuvering under the constant threat of intense hostile automatic weapons fire, Colonel Tally exhibited the highest quality of airmanship and personal courage by delivering his ordnance with precise accuracy extremely near friendly positions which resulted in the destruction of forty hostile troops and dispersion of the remaining hostile forces. The professional competence, aerial skill and devotion to duty displayed by Colonel Tally reflect great credit upon himself and the United States Air Force.
