Citation:  1.) The President of the United States takes pleasure in presenting the Distinguished Flying Cross to Captain Russell G. Stephenson for extraordinary achievement while participating in aerial flight as a B-52 combat aircrew member assigned to the 4133d Bombardment Wing (Provisional), Anderson Air Force Base, Guam on 12 April 1969. On that date, Captain Stephenson flew as Radar Navigator on a highly critical mission over Vietnam. He overcame problems created by adverse weather and hostile antiaircraft guns which were tracking and firing at his aircraft to successfully strike the assigned target. Only through his unflagging efforts and outstanding tactical knowledge was the mission completed. He contributed immeasurably to the success of the Strategic Air Command’s Contingency Operation in Southeast Asia. The professional competence, aerial skill, and devotion to duty displayed by Captain Stephenson reflect great credit upon himself and the United States Air Force.
