Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Major Mark L. Stephensen for heroism while participating in aerial flight as an RF-4C Aircraft Commander near Hoa Bin, North Vietnam on 26 March 1967. On that date, Major Stephensen braved intense hostile fire and six surface-to-air missile launches to obtain complete coverage of three high priority targets. The outstanding heroism and selfless devotion to duty displayed by Major Stephensen reflect great credit upon himself and the United States Air Force.
