Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross Captain Raymond E. Borg for extraordinary achievement while participating in aerial flight as a B-52 Electronic Warfare Officer, 68th Bombardment Wing, Seymour Johnson Air Force Base, North Carolina, Crew E-15, while assigned to the 72nd Strategic Wing, 65th Bombardment Squadron, Andersen Air Force Base, Guam, on 23 July 1972. On that date, Captain Borg flew as lead Electronic Warfare Officer of a three-ship B-52 formation which had been launched against a high-priority target consisting of heavy troop concentrations and artillery attacking the Central Highlands region of South Vietnam. Despite the threat of enemy reactions and seriously degraded Electronic Countermeasures equipment in the formation, Captain Borg successfully coordinated the defensive actions of the formation and materially assisted in the release of weapons on the assigned target. The professional competence, aerial skill, and devotion to duty displayed by Captain Borg reflect great credit upon himself and the United States Air Force.
