Citation: 1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Captain Richard W. Staiert for heroism while participating in aerial flight evidenced by voluntary action, above and beyond the call of duty. Captain Staiert distinguished himself by exceptionally valorous actions as Mission Commander and Pilot of a command and control aircraft during a troop insertion. The mission was to insert Allied troops to rescue seven downed Allies. When the mission began, all aircraft faced intense hostile anti-aircraft fire. Realizing the seriousness of the situation, Captain Staiert heedlessly directed suppressive fire into enemy locations until a safe and secure route was established for the lift ships. Through his courage and sound judgment, he contributed immeasurably to the success of the mission. Captain Staiert's outstanding flying ability and devotion to duty were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.
