Citation:  1.) The President of the United States takes pleasure in presenting the award of the Distinguished Flying Cross to Leland C. Spencer for extraordinary achievement while serving as Lead Pilot on many bombardment missions over enemy occupied Continental Europe. Displaying great courage and skill, he materially aided in the successful completion of each of the missions. His leadership has been an inspiring example for his fellow flyers. The courage, airmanship and exceptional flying ability exhibited by Captain Spencer on all these occasions reflect the highest credit upon himself and the Armed Forces of the United States.

2.) The President of the United States takes pleasure in presenting the award of the Distinguished Flying Cross (First Oak Leaf Cluster) to Leland C. Spencer, Captain, Army Air Forces, United States Army, for extraordinary achievement while serving as Lead Pilot on a heavy bombardment mission to Germany, 26 December 1944. Displaying great courage and flying skill, Captain Spencer materially aided in the successful completion of this mission. His leadership was an inspiring example for his fellow flyers. The courage, airmanship and exceptional flying ability exhibited by Captain Spencer on this occasion reflect the highest credit upon himself and the Armed Forces of the United States.
