The President of the United States takes pleasure in presenting the award of the Distinguished Flying Cross to Leland C. Spencer for extraordinary achievement while serving as Lead Pilot on many bombardment missions over enemy occupied Continental Europe. Displaying great courage and skill, he materially aided in the successful completion of each of the missions. His leadership has been an inspiring example for his fellow flyers. The courage, airmanship and exceptional flying ability exhibited by Captain Spencer on all these occasions reflect the highest credit upon himself and the Armed Forces of the United States.
