Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Major Bobbie J. Spencer who distinguished himself by extraordinary achievement while participating in aerial flight as a UH-1H Pilot near Kontum, Republic of Vietnam on 3 April 1972. On that date, Major Spencer’s exemplary knowledge and outstanding airmanship were displayed in an extremely hostile environment, two fire support bases were resupplied by him, the fire support bases were besieged and could only be supplied by aerial delivery. The monsoon weather was very poor requiring the entire mission to be flown at low level under the constant threat of intense hostile ground fire. Both fire support bases were located in mountainous terrain. Major Spencer demonstrated the highest quality of airmanship and personal courage to accomplish this vital mission. The professional competence, aerial skill, and devotion to duty displayed by Major Spencer reflect great credit upon himself and the United States Army.
