Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Major William E. Scannell for extraordinary achievement while participating in aerial flight as a Forward Air Navigator in Southeast Asia on 16 March 1970. On that date, Major Scannell located a hostile truck convoy deep in mountainous territory. Despite sustained anti-aircraft fire, he directed tactical aircraft against the convoy causing it significant damage. The professional competence, aerial skill, and devotion to duty displayed by Major Scannell reflect great credit upon himself and the United States Air Force.

2.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Major William E. Scannell for extraordinary achievement while participating in aerial flight as a Forward Air Navigator in Southeast Asia on 26 November 1970. On that date, Major Scannell located and directed tactical aircraft against hostile vehicles moving down a major infiltration route. Despite pitch darkness, adverse weather, and intense anti-aircraft artillery fire, he directed the employment of aerial ordnance, destroying four trucks with the accompanied supplies. The professional competence, aerial skill, and devotion to duty displayed by Major Scannell reflect great credit upon himself and the United States Air Force.

3.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Major William E. Scannell for extraordinary achievement while participating in aerial flight as a Forward Air Navigator in Southeast Asia on 5 December 1970. On that date, Major Scannell, flying in an unarmed 0-2A aircraft, located and directed the destruction of seven hostile vehicles and an anti-aircraft artillery position. This was accomplished despite severely limited visibility and intense, accurate anti-aircraft fire. The professional competence, aerial skill, and devotion to duty displayed by Major Scannell reflect great credit upon himself and the United States Air Force.

Scannell for extraordinary achievement while participating in aerial flight as a Forward Air Navigator in Southeast Asia from 19 December 1970 to 28 December 1970. During this period, Major Scannell directed tactical air strikes against an extremely vital storage area deep in hostile mountainous territory. Despite sustained anti-aircraft artillery fire, he displayed outstanding airmanship in one of the most successful tactical air operations ever conducted in Southeast Asia.
