Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to First Lieutenant Robert C. Salisbury for extraordinary achievement while participating in aerial flight as an F-100 Pilot in Southeast Asia on 27 September 1967. On that date, Lieutenant Salisbury participated in a flight supporting an allied unit that was engaging a large number of unfriendly forces. Although hampered by adverse weather conditions and heavy hostile fire, he made four low-level passes over the target to deliver his ordnance. With unwavering calm he delivered his bombs exactly on target sometimes within 200 meters of the friendly forces. Lieutenant Salisbury's timely and accurate combat support strike shattered the unfriendly forces' resistance and allowed the allied units to take the initiative in an important engagement. The professional competence, aerial skill, and devotion to duty displayed by Lieutenant Salisbury reflect great credit upon himself and the United States Air Force.

2.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to First Lieutenant Robert C. Salisbury for extraordinary achievement while participating in aerial flight as an F-100 Pilot in Southeast Asia on 9 November 1967. On that date, Lieutenant Salisbury participated in a flight in support of an allied force pinned down by heavy automatic weapons fire on a ridge line overlooking Dak To Special Forces Camp. Because of the location of the allied forces, Lieutenant Salisbury was forced to make his attacks on a single heading, making him very vulnerable to hostile fire. A strong crosswind made bombing very difficult, and he made numerous dry passes to insure pinpoint accuracy. Lieutenant Salisbury made one low angle, low altitude and two high angle delivery passes to place all his ordnance precisely on target, as close as 300 meters to the allied positions. Lieutenant Salisbury's timely and accurate delivery of his ordnance allowed the allied forces to take an important objective in a minimum period of time with very few casualties. The professional competence, aerial skill, and devotion to duty displayed by Lieutenant Salisbury reflect great credit upon himself and the United States Air Force.
