Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Major Hugh M. Saint for heroism while participating in aerial flight as an RF-4C Aircraft Commander in Southeast Asia, on 5 May 1971. On that date, Major Saint flew an RF-4C aircraft into a heavy concentration of anti-aircraft gun complexes and suspected surface-to-air missile sites in support of Project Pave Fire operations. Despite intense and accurate hostile ground fire and without regard to personal safety, Major Saint successfully directed his aircraft over the enemy gun complex and obtained highly valuable photographic documentation of the Pave Fire mission results. Through his unusual courage and superior airmanship, Major Saint was able to gather intelligence data of vital significance to the success of Pave Fire operations and the Department of Defense. The outstanding heroism and selfless devotion to duty displayed by Major Saint reflect.

2.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Major Hugh M. Saint for extraordinary achievement while participating in aerial flight as an RF-4C Aircraft Commander in Southeast Asia on 24 May 1971. On that date, Major Saint planned and flew a highly dangerous, low level, reconnaissance mission over one of the most heavily defended areas of Southeast Asia in support of a higher headquarters directed special project. Despite adverse weather and the constant threat of hostile anti-aircraft fire Major Saint returned with complete photographic coverage of the assigned target. The professional competence, aerial skill, and devotion to duty displayed by Major Saint reflect great credit upon himself and the United States Air Force.
