Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to First Lieutenant Charles T. Ryan for extraordinary achievement in aerial flight against the enemy on 1 April 1945. While flying wingman in a P-47 type aircraft, Lieutenant Ryan engaged in a series of daring attacks against enemy road blocks which were impeding the progress of Allied ground forces, although fully cognizant of the damage of his aircraft, continued his attacks and wrought devastating destruction of enemy material and equipment. His unusual aerial proficiency and courage in the face of intense anti-aircraft fire, as well as his deep devotion to duty on this occasion, were in keeping with the highest traditions of the Army Air Forces.
