Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to First Lieutenant Roger H. Rupp for extraordinary achievement while participating in aerial flight as an RF-4C Pilot in Southeast Asia on 19 October 1967. On that date, Lieutenant Rupp piloted his unarmed aircraft on a hazardous reconnaissance mission involving initial intelligence of a road section 21 miles in length. The road segment was narrow, twisting, and turning, and was heavily laden with hostile anti-aircraft defenses. Despite intensive fire and automatic weapons flashes surrounding the canopy, Lieutenant Rupp relentlessly pursued coverage of the targeted terrain and obtained vital reconnaissance intelligence that subsequently advanced the cause of our Southeast Asia Military effort. The professional competence, aerial skill, and devotion to duty displayed by Lieutenant Rupp reflect great credit upon himself and the United States Air Force.
