Citation: 1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Sergeant Michael P. Rowan for extraordinary achievement while participating in aerial flight as a HH-43 Medical Technician in Southeast Asia on 11 November 1968. On that date, Sergeant Rowan responded with the rescue crew to the aid of two OV-10 pilots who were forced to bail out over rugged and hostile terrain. After assisting the Flight Engineer in hoisting the first survivor aboard, Sergeant Rowan restrained the dazed man from plunging forward through the open door and immediately treated him for shock. He treated the second survivor for shock and applied prompt first aid to the numerous facial abrasions that the pilot had suffered during his parachute descent. The professional competence, aerial skill, and devotion to duty displayed by Sergeant Rowan reflect great credit upon himself and the United States Air Force.
