Citation: 1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Major William J. Rothas for extraordinary achievement while participating in aerial flight as an Aircraft Commander at Takhli Royal Thai Air Force Base, Thailand, from 13 July 1968 to 7 June 1969. During this period, Major Rothas flew extremely hazardous missions under the constant threat of hostile ground fire and MIG fighter attack. He frequently employed his extensive flying experience and aircraft knowledge to overcome adverse weather conditions and aircraft malfunctions. In spite of these hazards he successfully provided valuable electronic jamming support and threat warnings for B-52 bomber, fighter-bomber, and photo reconnaissance flights, allowing them to complete their missions in greater safety. The professional competence, aerial skill, and devotion to duty displayed by Major Rothas reflect great credit upon himself and the United States Air Force.
