Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Captain Jeffrey S. Powell for extraordinary achievement while participating in aerial flight as a Forward Air Controller near Katum, Republic of Vietnam, on 24 May 1970. On that date, Captain Powell was called upon to support elements of the 1st Squadron, 11th Armored Cavalry Regiment, which were under heavy hostile fire. Despite marginal weather conditions, Captain Powell directed tactical air strikes on two separate hostile positions. With complete disregard for his own personal safety, Captain Powell made repeated marking passes, exposing himself to heavy ground fire. In each instance his actions were responsible for breaking the contact and saving numerous American lives. The professional competence, aerial skill, and devotion to duty displayed by Captain Powell reflect great credit upon himself and the United States Air Force.
