Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Warrant Officer Norman W. Rand, Jr. for heroism while participating in aerial flight as evidenced by voluntary action above and beyond the call of duty in the Republic of Vietnam on 16 November 1970. Warrant Officer Rand distinguished himself while serving as pilot of a UH-1H command and control helicopter during an emergency extraction mission in Thua Thien Province, Republic of Vietnam. After several unsuccessful attempts to extract a beleaguered reconnaissance team, it was decided to reinforce the team with two platoons of infantry. Throughout the six hour insertion operation, Warrant Officer Rand directed the flight of his aircraft and led the insertion helicopters into and out of the extremely small opening to the valley. Despite increasing enemy fire and the deteriorating weather conditions, Warrant Officer Rand remained in the area until the operation was successfully completed. Warrant Officer Rand's personal bravery and devotion to duty were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
