Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Captain Lloyd C. Phelps for heroism while participating in aerial flight evidenced by voluntary action, above and beyond the call of duty. Captain Phelps distinguished himself on 5 April 1967 while piloting an O-1 aircraft providing operational air cover for the 43rd Regiment, 18th Infantry Division (ARVN), when he received intense enemy ground fire. A round of the initial burst of fire penetrated the cockpit of the aircraft, shattering the left window and right front windshield. Fragments of the glass wounded him on the left arm and right wrist. Although wounded, and still receiving intense ground fire, he called warning to the ground troops, requested an air strike, light fire team, and artillery. Realizing that the requested combat support was not available, he made a rocket run in order to maintain contact with the enemy. He remained on target until the arrival of the light fire team and the air controller. He repeatedly ignored requests to leave the area and continued on station with his damaged aircraft until arrival of a relief aircraft. His actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.
