Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Captain Edward M. Penick for extraordinary achievement while participating in aerial flight. Captain Penick completed fifty missions in China during the period 22 August 1943 to 7 July 1944 as Pilot of photographic reconnaissance aircraft. In carrying out his missions, Captain Penick flew over many heavily-defended enemy strongholds in unarmed airplanes and was forced to contend with hazards of monsoon weather and rugged, inadequately charted terrain. Flying alone, he served as Pilot, Navigator and/or Photographer on flights that took him deep over enemy territory and where enemy fire was probable and expected and, in some missions, encountered. The photographs obtained of vital enemy installations and bases have been invaluable in the planning and execution of bombing missions. The courage and skill demonstrated by Captain Penick reflect the highest credit upon himself and upon the Army Air Forces.
