Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to First Lieutenant Michael S. Oakey for extraordinary achievement while participating in aerial flight as a C-130 Pilot at a classified location in Southeast Asia on 8 October 1969. On that date, Lieutenant Oakey supported an outpost of friendly ground forces in danger of being overrun by a superior hostile force. Lieutenant Oakey marked hostile positions and directed armed strike aircraft with great accuracy, undaunted by hostile anti-aircraft fire. His courage and airmanship saved the friendly outpost and advanced the cause of Free World Forces in Southeast Asia. The professional competence, aerial skill, and devotion to duty displayed by Lieutenant Oakey reflect great credit upon himself and the United States Air Force.
