Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Chief Warrant Officer Wayne B. Noonan for heroism while participating in aerial flight evidenced by voluntary action above and beyond the call of duty in Laos. Chief Warrant Officer Noonan distinguished himself on 27 February 1971 while serving as Pilot of a CH-47 cargo helicopter during the re-supply of a besieged Army of the Republic of Vietnam firebase in Laos. Enroute to the landing zone with vital supplies, Chief Warrant Officer Noonan's aircraft came under intense enemy fire and sustained several hits. After a thorough assessment of the damage, he decided to continue into the friendly firebase, even though the landing zone was receiving an enemy mortar barrage. Chief Warrant Officer Noonan then took care that the supplies were placed to expedite their recovery and avoided the heaviest concentration of enemy fire as he departed the firebase. His efforts were instrumental in the overall success of the mission. Chief Warrant Officer Noonan's outstanding flying ability and devotion to duty were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.
