Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Captain Harold E. Moses Jr. for extraordinary achievement while participating in aerial flight as a Flight Inspection Pilot at Dak To, Republic of Vietnam, on 23 June 1971. On that date, while piloting an unarmed flight inspection aircraft, Captain Moses successfully guided his aircraft on repeated low altitude flights over areas of known hostile forces to certify a vitally needed navigational aid. The timely and successful completion of this hazardous mission greatly contributed to the success of tactical air operations in the area. The professional competence, aerial skill and devotion to duty displayed by Captain Moses reflect great credit upon himself and the United States Air Force.
