Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Captain Frank A. Moseley for extraordinary achievement while participating in aerial flight as the Aircraft Commander on a C-130A Forward Air Control/Target Illumination Aircraft in Southeast Asia on the night of 25 April 1970. On that date, while conducting reconnaissance along a major infiltration route, Captain Moseley located a hostile convoy. Disregarding intense antiaircraft fire he successfully directed strike aircraft against supply vehicles, destroying the major elements of the convoy. Through his personal bravery and energetic application of his knowledge and skill, he contributed significantly to the goal of the Free World Forces in Southeast Asia. The professional competence, aerial skill, and devotion to duty displayed by Captain Moseley reflect great credit upon himself and the United States Air Force.
