Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to First Lieutenant Carl R. Morgan for heroism while participating in aerial flight evidenced by voluntary action above and beyond the call of duty in the Republic of Vietnam. First Lieutenant Morgan distinguished himself by exceptionally valorous action on 23 February 1969, while serving as a Pilot of helicopter during an enemy attack near Dau Tieng, Republic of Vietnam. When the base camp at Dau Tieng came under an intense enemy rocket, mortar and ground attack, Lieutenant Morgan immediately volunteered to provide desperately needed flare illumination to assist ground forces in repelling the enemy attack. Despite intense enemy ground fire plus the danger of being hit by rocket, mortar and artillery cross-fire, Lieutenant Morgan continued to provide flare illumination and directed the fire of a AH-1G helicopters. His actions contributed greatly towards repelling the enemy attack. His outstanding flying ability and devotion to duty are in keeping with the highest traditions of the military service, and reflects great credit upon himself, his unit and the United States Army.
