Citation:  1.) The President of the United States takes pleasure in presenting the Distinguished Flying Cross to Major Norbert E. Moran for extraordinary achievement while participating in aerial flight as an RF-4G Aircraft Commander near Viet Tri, North Vietnam on 10 March 1967. On that date, Major Moran, at night, braved bad weather and intense hostile fire to obtain photo coverage of the Viet Tri Chemical Plant. The professional competence, aerial skill, and devotion to duty displayed by Major Moran reflect great credit upon himself and the United States Air Force.
