Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Airman First Class Philip D. Minney for extraordinary achievement while participating in aerial flight from 25 July 1955 to 9 January 1956. The effectiveness and courage exhibited by Airman Minney, in the accomplishment of these missions under extremely hazardous flight conditions, ably demonstrated his outstanding proficiency and steadfast devotion to duty. In the performance of these special missions of vital significance to the United States, he has reflected great credit upon himself and the United States Air Force.
