Citation: 1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Major Marshall C. Miller for heroism while participating in aerial flight in connection with military operations against Iraq on 19 January 1991. On that date, in coordination with over thirty aircraft from the 7440th Combat Wing (Provisional) at Incirlik Air Base, Turkey, Major Miller participated in a night, low-altitude, six-ship, coordinated attack against a chemical weapons storage facility in northern Iraq. Despite an alerted enemy, overwhelming antiaircraft artillery fire, and extensive surface-to-air missile activity on ingress and all approaches to the target area, Major Miller aggressively pressed home the attack and successfully delivered his ordnance on the target. Major Miller's courage, disregard of personal welfare, and exceptional aviation skills resulted in damage to the facility and denial of its chemical weapons arms and components to the enemy. The outstanding heroism and selfless devotion to duty displayed by Major Miller reflect great credit upon himself and the United States Air Force.
