Citation:  1.) The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Major James R. Miller for heroism while participating in aerial flight as a Forward Air Controller in Southeast Asia on 18 March 1969. On that night, Major Miller repeatedly braved intense and highly accurate anti-aircraft fire in order to direct strikes against a hostile logistics network. With complete disregard for his personal safety, Major Miller repeatedly flew over the target area so that he might mark a convoy of hostile military vehicles and provide highly accurate and timely strike instructions to the strike aircraft he was controlling. As a direct result of his actions, a number of vehicles were destroyed and the convoy was completely disrupted thereby depriving the hostile forces of vitally needed logistic support. The outstanding heroism and selfless devotion to duty displayed by Major Miller reflect great credit upon himself and the United States Air Force.
