Citation:  1.) The President of the United States takes pleasure in presenting the Distinguished Flying Cross to Captain James E. Miller posthumously on June 14, 2017 for heroism while participating in aerial flight on 9 March 1918, while serving as the Commander of the 95th Aero Squadron, participating in the first American Expeditionary Forces aerial patrol over enemy territory. On this patrol, he and a wingman engaged German Biplanes on two separate occasions. During the first encounter, Captain Miller and his wingman forced the enemy to retreat. Continuing on their patrol, they were attacked by another group of German Biplanes. In the course of this engagement, Captain Miller found himself facing the enemy alone after his wingman, with his guns jammed, withdrew from the dogfight. Captain Miller continued to attack the two German Biplanes, fearlessly exposing himself to the enemy until his own aircraft was severely damaged and downed behind the German lines where he succumbed to his injuries. Captain Miller's actions are in keeping with the highest traditions of the military service and reflect great credit upon himself, the United States Army Air Services and the American Expeditionary Forces.
